PMO Title: Manager Project Management and Budget
Location: Cernavoda, Romania Status: Full Time, Permanent/Term or Contract JOB OVERVIEW CNPSA is seeking a results-driven professional to join the on-site team in the role of Manager of Project Management and Budget to lead local and international team members as part of the Project Management Organization Reporting to the Director Refurbishment Project Management, Planning & Budget this role will be a representative of CNPSA supporting SNN in the refurbishment of the Cernavoda Unit 1.
KEY ACCOUNTABILITIES
The Manager of Project Management and Budget reports directly to the Director Refurbishment Project
Management, Planning & Budget and has as main accountabilities:
• Responsible for the establishment of project performance indicators and ensuring the accurate and timely reporting of project process, performance, cost and schedule.
• Ensuring forecasts and estimates are accurate to allow for the appropriate alignment of personnel, resources and tooling.
• Responsible for the preparation of the PMP and requisite PEPs to support the Refurbishment Project.
• Review the communication protocol and ensure adherence.
• Preparation of approved Project Management Governance.
• Collaboration with project managers and directors to ensure adherence to approved processes and procedures.
• Ensuring early identification of schedule and cost risks, overseeing mitigation plan and enforcing change management.
• Provide expert advice to the Project Management, Planning & Budget Director and other team members throughout the project.
• Implementation of an evaluation and control process of emerging tasks for the Cernavoda U1 Refurbishment Project.
• Assess the impact of proposed changes to project execution and provide recommendations on proceeding.
• Lead a team of cost and change management professionals in support of the U1 Refurbishment.
• Lead a team of project controls, contract management and outage management professionals in support of the U1 Refurbishment.
• Support the development and growth of the team members providing succession planning throughout the department and preparation of individual development plans for direct reports.
• Foster an environment of continual improvement and continually seek improvements to the processes and procedures used to find efficiencies in the Planning and Budget Control department.
• Complete an assessment of current resources; software, hardware and personnel available, recommending addition or substitution of resources and continually monitor for improvements for recommendation.
EDUCATION
• Post-Secondary/University Degree in Engineering, Business Administration in Finances, PMP Certificate or equivalent based on previous experience is required.
• Previous experience in the refurbishment, maintenance and/or operation of a CANDU Station is considered a must.
QUALIFICATIONS
We are seeking a results-driven professional who has the following:
• Minimum of 10 years of progressive experience in project management and project controls roles.
• Extensive knowledge of Engineering /Project Management and Cost Control principles, codes and standards.
• A proven track record in previous large Projects in the Nuclear field.
• Demonstrated experience in CANDU Refurbishments.
• Ability to communicate effectively, possess excellent oral and writing skills, and strong facilitation, negotiation, influencing, and presentation skills. Ability to present information clearly and effectively.
• Ability to adequately disposition comments for other technical staff.
• Sound judgment and a keen sense of responsibility.
• Ability to work collaboratively with others in a team environment.
• Ability to multi-task and prioritize work to meet objectives and targets.
